Bylaws of the Chambers County Republican Party

Article 1- Name

Section 1. The name of this organization shall be the Chambers County Republican Executive Committee, herein referred to as the Executive Committee.

Article 2- Purpose

Section 1. The purpose of the Executive Committee shall be:

  1. To establish general policy of the Republican Party in the county, subject to direction of the biennial County/Senatorial District Convention;
  2. To represent the Republican Party of this county, state, and nation, articulating the Party’s candidates;
  3. To cooperate in carrying out programs initiated by the Republican Party of Texas, including, but not limited to: conducting a Republican Primary in as many election precincts as practicable, organizing a coordinated Get-Out-The-Vote effort before each general election, and to publicize the Party’s candidates.

Section 2. The Executive Committee is charged with the responsibility of observing all laws of the State of Texas and the United States in fulfilling the purposes stated in this Article.

Article 3- Members

Section 1. The only voting members of the Executive Committee shall be the County Chairman and Precinct Chairmen. Officers and Committee Chairman who are not Precinct Chairmen may serve as
ex-officio members of the Executive Committee.

Section 2. To qualify to hold the office of Precinct Chairman, a candidate must be a qualified voter residing within the bounds of the entity represented and cannot be a candidate for another elective office.

Section 3. The term of office shall be for two (2) years, commencing on  the 20th day after the Run-Off Primary Election Day, as provided in the Texas Election Code.

Section 4. Any vacancy in the office of County Chairman or Precinct Chairman shall be filled by the Executive Committee. A majority of the total membership of the Executive Committee must participate in filling a vacancy and the person selected must receive a majority of the votes cast of those members participating in the election, as provided by the Texas Election Code.

Article 4- Meetings

Section 1. The Executive Committee shall meet at least once every two months.

Section 2. In the year in which the Executive Committee is elected, one of the regular meetings shall be an organizational meeting to be held within 60 days following the date of the Run-off Primary Election.

Article 5- Committees

Section 1. The County Chairman shall appoint the chairmen of any Standing Committees deemed necessary to carry out policies of the local Party.

Section 2. Each committee is authorized to develop  procedures for conducting the business within the committee’s jurisdiction, subject to review and amendment by the Executive Committee.

Section 3. A committee member or members may be removed from a committee upon request of the committee chairman or the County Chairman.

Article 6- Parliamentary Authority

Section 1. The rules contained in the most current edition of Robert’s Rules of Order shall govern the Executive Committee in all cases to which they are applicable and in which they are not inconsistent with these by-laws and any special rules promulgated by the Republican Party of Texas, or any state or federal statutes.

Article 7- Amendment of By-Laws

Section 1. These by-laws may be amended by a 2/3 vote of the members of the Executive Committee present and voting at a properly called meeting of the Executive Committee by giving notice at the previous regular meeting, by email, or by mailing written notice to each Executive Committee member at least 7 days in advance of a Regular or Special Meeting called for that purpose.

Article 8- Officers

Section 1. Officers of the Executive Committee shall be the County Chairman, County Vice Chairman, Treasurer, and Secretary. The Vice Chairman, Treasurer, and Secretary shall be elected by the Executive Committee following commencement of term of office. The Vice Chairman, Treasurer and Secretary may or may not be Precinct Chairmen.

Section 2. The term of office of the officers shall be concurrent with that of the Executive Committee, except in the event of a vacancy in the office of County Chairman (at which time the appointed officers shall serve only until election of a new County Chairman).

Section 3. A vacancy in the office of County Chairman shall be filled in accordance with the provisions of Section 171.025 of the Texas Election Code. A vacancy in the office of the Secretary shall be filled by the Executive Committee at the next regular quarterly meeting of the Executive Committee following notice of the vacancy, or at a special meeting called for that purpose.

Section 4. Duties of officers shall be those prescribed by the parliamentary authority adopted by the Executive Committee and by these by-laws, as listed below:

  1. County Chairman- The County Chairman shall be the Executive Committee’s presiding officer and official spokesman. He/She shall perform those duties required by statute and by these by-laws and by the Rules of the Republican Party of Texas. He/She shall be an ex-officio member of all county Standing and Special Committees. The County Chairman may be a member of the Texas Republican County Chairman’s Association and any assessments or dues may be paid by the County Executive Committee.
  2. County Vice Chairman- The County Vice Chairman shall assist the Chairman as requested in the performance of duties of the office, and in the event of death of the Chairman, or his/her inability of or unwillingness to serve. The Vice Chairman shall serve as acting Chairman until the Chairman resumes his/her duties or until the election of a new County Chairman.
  3. Treasurer- The Treasurer shall be responsible for keeping systematic records and for complying with any applicable state and federal statutes with regard to reporting contributions and expenditures. The Treasurer shall prepare a quarterly report of financial condition for presentation to the Executive Committee.
  4. Secretary- The Secretary shall carry out the usual duties of that office, keeping an up-to-date roll of the Executive Committee’s members and ensuring that each member receives timely notices of meetings. A permanent file containing minutes of the Executive Committee meetings shall be maintained. In the event of a vacancy in the office of County Chairman, the Secretary shall call a meeting of the Executive Committee for the purpose of electing a new County Chairman, as provide for in Section 177.025 of the Texas Election Code. The Secretary is authorized to receive applications for a place on the Primary Ballot, as provided for in Section 172.022(a)(2) of the Texas Election Code.

Suggested Standing Committees of the Chambers County Republican Party

Vacancy Committee- Responsible for interviewing legally qualified person to fill vacancies on the County Executive Committee

Rules Committee- Responsible for periodically reviewing the Party by-laws and recommending amendments to such by-laws for approval by the Executive Committee. The Rules Committee may meet as necessary or at the call of the County Chairman or Rules Committee Chairman

Candidate Committee- Responsible for recruiting and encouraging qualified persons to seek public office on the Republican ticket. Offers practical assistance and advice to candidates relevant to fundraising, organization, advertising, etc., following each Republican Primary Election. The Candidate Committee may meet at the call of the County Chairman or Candidate Committee Chairman

Finance Committee- Responsible for preparing an annual budget for submission to the Executive Committee for approval. Responsible for planning and directing fundraising activities of the County Party. Responsible for disbursing monies from the Party’s Local Candidates’ Fund to Republican nominees, following the Primary Election each biennium. Meets as needed at the call of the County Chairman or Finance Committee Chairman

Voter Recruitment Committee- Develops and maintains a list of volunteer workers to support Republican activities in the county. Makes available such lists to all Republican candidates and office holders, as well as members of the Republican Party, upon request. Maintains an updated list of of all potential voters who have moved into the County, and sends welcome letters to let them know there is a Republican Party in Chambers County.
